Can I use this mouse via Lightspeed dongle on the computer and at the same time via USB on the laptop?

No, the mouse does not offer multi-connection, it does not have Bluetooth built in. It only works with the one dongle. If you need something like that, I recommend the MX Master 3. It can be connected with a dongle and Bluetooth and you have a button at the bottom of the mouse to switch the connection between three devices.
