Can I use this lens with a full-frame camera (canon eos rp (with ef adapter))?

No, that does not fit at all. The lens does not have an EF mount, but an EF-M mount for Canon's (effectively dead) mirrorless APS-C system. There is no adapter to RF and that makes no sense. Buy an RF mount lens for the RP.
