can I use the headset via Bluetooth on the laptop and use the USB Dungle for the desktop?

Yes it can, even from both sources at the same time.

Yes, you can connect any Bluetooth-enabled device (sound output / communication) and use it for dongle connection at the same time.

I use Izone with a dongle on the PS. Iphone can also be paired via Bluetooth. But I don't know if it necessarily works like that.
