Can I play Minecraft with this graphics card?
Only not with the graphics card. I would still build a computer around it. From personal experience, a so-called "monitor" and a "mouse" are also still helpful, unfortunately I only noticed this after several thousand hours of playing.
For real-life Minecraft, by the way, the packaging is better than the map itself! Sounds strange, but according to the brother of a cousin of a user's girlfriend, that's how it is...
Unfortunately, the currently most powerful consumer graphics card is not enough. The outstanding graphics of Minecraft and the ultra-high-resolution and diverse textures fill the 11GB of graphics memory at lightning speed. Furthermore, the fastest card by far currently simply doesn't clock high enough to offer you a smooth gaming experience with at least 2000fps. Ray tracing, as we can now safely say, is a pipe creperie anyway, so it shouldn't even be a factor in the purchase decision.
Instead, I recommend two Tesla V100s in SLI/NVLink (PNY Tesla V100 Module, 32GB HBM2, PCI-E x16 (Professional),) so you have a whopping 64GB of Vram for your 8K texture mods and can train your 20 layer deep neural nets while gaming (in parallel!).
It also costs significantly less than a real Tesla, so it's a real bargain :)

I think this should not work as Minecraft needs at least a 3080 ti oc
As soon as RTX is active, the question will be justified.
Of course, if you hollow out two of them, you could get almost 30 FPS. But it will be rather difficult.
