Question about ASUS GeForce RTX 2070S ROG Strix A8G Gaming

Unfortunately no.
Apparently you cannot control the lighting of graphics cards with icue.
According to icue's compatibility list, no graphics cards are listed that could be controlled.
I have installed icue, but apart from the mainboard lighting, I can't control anything.
