Can I also use the Presenter if I don't have admin rights on the PC? I often have to make presentations with my business laptop on two beamers and this thing would be great,

Yes, that is possible. But then you can only use the standard functions. That means: Forward, Back and the cursor control. You only have to have admin rights or download the app if you want to use the Spotlight/Highlight function or configure the buttons with other possible functions. For example, vibration timer, black screen or volume / gesture settings.
