Can anyone tell me if it plays louder than the smaller wonderboom 4? Both say 360 degree playback but this one is much higher ... Can I use this to turn up the volume on my laptop?

The Boom 4 plays noticeably louder than the Wonderboom 4, with more powerful bass and less distortion at high volumes. It is the better choice for the desk or small parties.
