aren't AMD graphics cards usually cheaper? and why is a graphics card on the same level as a 3070TI (800 GPU) 1400?

Probably some kind of price filler, the card is not normally traded for this price. When new, it's more likely to be in the 400-500 range, depending on the model.
So just keep your hands off it :)
