Are the contacts stored locally (on the device)? If Yes: Can multiple devices be synchronised? If No: Where are they stored?

Contacts can be stored locally or externally. We have synchronised the phones via central address book and database (caldav & carddav). If someone saves a number that is still unknown, it is displayed on all devices after automatic synchronisation. The same applies to addresses: if a contact is created via Thunderbird, for example, it is displayed on all connected devices.
The phone runs Android, so the possibilities are almost unlimited.
The easiest way is probably to use Google Contacts. This also allows for syncing across multiple devices.
