128GB does not support FAT32. Does the 32GB support FAT32?

No USB stick does not support some file system. You can format them however you like.
On the other hand, not every crummy old file system can fully utilise every modern disk. But FAT32 can use 2 TB (on modern 4K media even 16 TB).
On the other hand, the maximum file size is limited to 4 gigs.

Use MacOS Monterey. Stick is formatted as Fat32.

USB sticks larger than 32 GB can be formatted to FAT32 with partitioning software.
This means that you can format your 128 GB USB stick to FAT32 if you use partitioning software that includes this function.
USB sticks up to 32GB can be formatted to FAT32 using Windows on-board tools.
