Can the camera also be accessed directly from the network, e.g. via IP Cam viewer, or does the cam only work via the cloud service?

It's only via the cloud. Look for cams with PoE, they have the function or additionally described with "WLAN".
It's great for private use, but I would buy an SD card. For information, you can always format the SD again via the cloud service. The app is also very user-friendly and the options and quality are impeccable.
