There is no difference and you can buy any version, no matter what language. I speak French myself and have always bought Wacom Intuos and Cintiq in German, no problem. Download the driver from Wacom.eu website and set it to French and then, go! Only the packaging was printed in German. But I don't care.

as far as wacom is concerned, you can trust them completely, many antivirus softwares are extremely bitchy and ban many programs depending on the type of file. just make sure that you get the software from the official wacom site and nowhere else.
Graphics tablets are basically nothing more than a mouse in pen form. If the application supports a mouse, the Wacom is 99% certain to work as well.
