I would say no, for two main reasons:
- the PMT-15's built-in stand doesn't allow it to be placed vertically
- on the two short sides of the PMT-15 there are connectors (USB-C, HDMI, etc) that would get in the way when it's placed vertically
I have my Verbatim and the monitor connected directly to the PC. Win 11 manages the connections. When I start the PC, the monitor and Verbatim start at the same time. Everything works perfectly.
I'm not a specialist but I suspect you will need to reboot the systems after the switch.
