Ports with a lightning bolt (not Thunderbolt) usually provide permanent power, for USB ports without a lightning bolt, the ports should be switched off when nothing is connected to the docking station.

I have the same configuration (Lenovo docking station and desktop) and don't have the problem. Isn't it enough if you unplug the switchbox and plug it in again?
