Yes, USB 3.0 is backwards compatible. The maximum transfer rate is of course limited by USB 2.0. The disc may have to be reformatted under Mac.

That is a function of the OS and not of the mass storage. But yes, with macOS Sierra, this disc stops cleanly when not in use.

The hard disk is connected to a USB 2 or 3 port of the PC. It draws the little power it needs directly from the PC. You don't need to worry about the power supply.
