Does the usb-c port allow image transfer (e.g. from a USB-C port of the Surface Lapotop 4) in addition to data and power transfer?

You can operate a maximum of 2 4K@60Hz screens via the USB-C on your Surface Latop 4. The Samsung S24A400UJU also allows the USB-C to be used as a video input and power (65w) input. https://www.samsung.com/de/business/monitors/flat/s40ua-ls24a400ujuxen/

If I connect the monitor to the notebook via USB-C, can I still operate a second monitor on the HDMI port of the monitor?

Most likely not. According to Samsung, this requires a DisplayPort Out connection. This monitor does not have one. "Desktop monitors that support daisy chaining with a DisplayPort Out allow as many as four desktop monitors to run off a single PC" display". digitec has a selection criterion Daisy Chain (under more-filter -> Monitor equipment).
