It is not possible to operate the display with (too much) water on it. However, the emergency mode can be set up (Settings/Advanced functions/Send emergency messages) and then an emergency message can be sent by pressing the on/off button 3 times, which even works completely under water.

I don't know the xcover3 but the xcover4 has the usual groilla glass, which I'm sure was also used in the xcover3. About the waterproofing: goolge IP68 if you don't know what it means.
