Not sure about both SIM 4G, but you sure can use one for Data and the other one for Calls. you can choose which one does which. I am using my First SIM slot for data and number two for Calls.
In a dual SIM device, either a second SIM card or an SD card can be inserted in the second slot. This is also the case with the S9.
