The camera works with a 5G SIM from M-Budget (Swisscom) as long as the SIM card is compatible for 4G/3G networks, as the camera is designed for 4G LTE and 3G networks. The camera requires a data SIM card and does not support 5G networks directly, but 5G SIM cards are usually backwards compatible with 4G, so it can be used. It is recommended to test the SIM card directly with the camera to ensure compatibility.

Technically, as far as I can see, no limits or locks with operator. I use Swisscom but any other should work too as there is no limitations or locks in firmware: sunrise, salt, digitec etc. Even Digitec sent me not obligatory to use their SIM data cards (which is a sunrise SIM card) together with those cameras.
No, this model cannot be panned. It is not really necessary, as it covers a full 180 degrees with the dual camera.
Models with a pan function are usually called "PT" (for Pan & Tilt) or "PTZ" (for Pan, Tilt & Zoom).
Personally, I bought it without the sim card. Having a subscription with Swisscom, I activated the multidevice option, one can choose a subscription at 3, 5, or 10 fr per month, I took the one at 10fr to have the maximum speed, with the subscription at 5 fr it is limited to 1Mb/s, for the order of ideas the camera in full resolution sends a flow with env 8Mb/s
