can this model be panned from the app? If no, which model could? MUST be mobile network operated.

No, this model cannot be panned. It is not really necessary, as it covers a full 180 degrees with the dual camera.

Models with a pan function are usually called "PT" (for Pan & Tilt) or "PTZ" (for Pan, Tilt & Zoom).
