It depends. Decisive are both what your motherboard can deliver at maximum power on the connection, and how much power the fans draw when starting up, and how much during operation. The latter in turn depends significantly on whether they are operated at 100% PWM signal or less. The voltage is always 12V, but the current and thus the power consumption are typically highest at 100%. I run five Noctua 140 mm fans on an ASUS gaming board at around 800-1200 rpm without any problems.
