This will not be possible via the settings in the BIOS/UEFI or PC software, as the hub must be connected directly to the power supply via the Molex connector (large 4-pin socket). However, 3-pin fans are sometimes supplied with resistors that can be plugged between the fan cable and the socket (on the hub/mainboard). This reduces the rotation speed.
