This lamp always needs a Philips Hue Bridge. It cannot be controlled directly with a smartphone alone. The switch-on delay is minimal, I would estimate less than 1 second, but I haven't measured it exactly.
You can connect the lamp to a normal on/off switch. Hue lamps light up after switching on, e.g. also when the voltage is restored after a power failure.
I am an electrician myself. Basically, these panels are not meant for outdoor use. Nevertheless, they probably know best whether it will ever rain there. But in your case I would mount it. There is about 4 cm between the ceiling and the top of the panel. Mechanically it is constructed in such a way that no water can flow into it.
