Yes, I always use it by connecting it via HDMI cable to my laptop. It should also work for Surface, as it is also compatible with HDMI.
Connections: 2x HDMI 2.0, 2x DisplayPort 1.4, USB hub 4x 3.2 So everything is sufficiently available.

No, this monitor does not have a USB-C connection. It is primarily suitable for gamers who connect it via Display Port. For notebooks I recommend this monitor: Samsung LS49A950UIPXEN (5120 x 1440 Pixels, 49") It even has an Ethernet connection.
The display seems to have got stuck on the price. Thank you for pointing this out, we will report it. 379 is currently the correct price.
