Unfortunately, we have no experience here and cannot judge this with certainty. Basically, this part was developed for P300A/P360A/P400A case variants from Phanteks. According to the manufacturer's website https://www.phanteks.com/PH-VGPUKT-4.html, however, it could also be compatible with other ATX cases.

Yes, it also fits on a PCIe 3.0 connection, as PCIe is usually backwards compatible, which means that you can also plug a PCIe 3.0 device into a PCIe 2.0 connection, for example. Of course, only the performance of PCIe 3.0 applies instead of 4.0, but this is not a problem with the RTX 3000 series, the differences are minimal.
