Can I use the Olympus dictation machine (LS P1) to record everyday sounds and street sounds in a reasonable quality? I want to create music with it and achieve a reasonable sound quality.

Yes, general recordings should be possible in a passable sound quality. However, I would still look around in the audio recorder category: https://www.digitec.ch/de/s1/producttype/audiorecorder-2126?tagIds=591-550-694 There, the focus is on high-quality recordings and less on dictation.
