Yes, you can hotspot with the Nokia 6300 4G. This phone has a WiFi hotspot function that lets you share the 4G internet connection with up to 8 devices simultaneously on the 2.4 GHz band and with speeds up to LTE Cat-4.

No you can't since it doesn't have Android but KaiOS, which is a Chinese operating system. Also for your information, WhatsApp has been discontinued two months ago on this phone. And it's possible that Google will stop supporting Google Maps altogether in the near future so if you're getting this phone for those two feature I reccomend not getting it.
