Yes, if you order it directly from Microsoft. That's what I did. From Digitec you can only get it with a Swiss keyboard. But also, Digitec lies about their return policy, so I wouldn't recommend buying from them anyway. The short blurb on the product pages says they'll let you return, but you have to dig into their policies to discover that they'll steal 10% of your money if you return something that was opened. I was able to buy a Surface Book 3 directly from Microsoft; I think it was shipped from the Netherlands. It has a US keyboard.
Whether or not it works, I'd strongly recommend you not buy this laptop from Digitec. Their return policy is not what it would appear from the way it's prominently posted on most of their items. Does it read as though they'll steal 10% of the price from you if you return something? They will. Find a more honest seller to purchase this from. You might be able to buy it from Microsoft directly if you contact them. We did.

I own the Surface Book 2 15" myself.
Processor:
=> SB2 has an i7-8650u installed.
=> SB3, on the other hand, has an i7-1065G7.
A processor comparison shows that the new one is slightly faster in all areas, and significantly faster in some areas:

What about the RAM?
=> The SB2 has LPDDR3 installed.
=> The SB3, on the other hand, has LPDDR4. Thus also somewhat faster
Graphics card?
SB2=> GeForce GTX 1060
SB3 => GeForce GTX 1660 or even the even better NVIDIA Quadro RTX 3000
Otherwise, there are other changes where the 3 is simply better, e.g. WiFi 5 vs WiFi 6.
For myself, it's not worth the upgrade from the SB2. I use the SB2 for business and will stay with it for now.
