hello, no this doc is designed for the Surface 1, you need this model: Microsoft Surface Docking (Mini DisplayPort, USB 3.0, LAN/RJ45)
Here's what you need: Microsoft Surface Docking (Mini DisplayPort, USB 3.0, LAN/RJ45) It's a box (without stand/holder) - but it works fine. I use it at two workplaces and commute back and forth with my Surface. The Surface can simply be placed next to it with the integrated stand. A clear recommendation to buy.

There are no stupid questions, only stupid answers. But yes, basically a tablet/notebook is always charged in the docking station, so here too. =)
I have no idea. I would consult the manual. I ordered the Surface 3 docking station and only found out afterwards that it does not fit the Surface Pro 3 (different connectors). By the way: the Surface Pro 3 docking station is no longer available. The Surface 4 docking station also fits the Surface Pro 3. Perhaps also the 2?
