Buying Outlook is possible, you can also install different Office versions at the same time (at least I know it works for Windows).

Since Windows 11 is still relatively fresh, there is little information on the Internet, but the Microsoft page says: "Minimum requirement Windows 10" so I assume that it should also work with Win 11.
