I guess that's how it is. I have also been waiting for this product since 6.4.2020. At the beginning, I still received monthly emails that the delivery would be delayed, but not any more.

That's right. You don't need an infrared emitter to be Windows Hello compatible.
You have to plug it in the USB port of your computer. If your computer doesn't have a USB-A port, you need to buy an adapter (for example USB-C to USB-A)

This Logitech is not equipped with the infrared camera required for "Windows Hello", so it cannot actually work.
Unfortunately around 100 francs more expensive, but explicitly equipped with an infrared camera for "Windows Hello": the Logitech Brio 4k (https://www.digitec.ch/de/s1/product/logitech-brio-4k-webcam-6146448).

No, you don't need any software, the camera is "plug and play", i.e. connect it and you're good to go.
The webcam has a microphone but no loudspeaker.
Possible without any problems, I use the webcam on a 49-inch curved monitor and it works very well.
If this is your way of dealing with the fact that there are delays in delivery of a currently scarce product (very well exceptionally long), then feel free.... 🤷🏼♂️
