Definitely yes. As with air coolers, you have to make sure that the cooling unit fits the 1151 socket. Why do you want to cool it with water?

Unlocked means that the multiplier of the processor is not locked. This means that you can enter the multiplier yourself in the BIOS. This makes it easier to overclock the processor. If you don't want to do this, you can safely take the cheaper, locked model. I'm not a professional in this area and hope I haven't written something completely wrong...but on the whole it's about simplified overclocking. mfg

No, it has a different socket than mobile processors. For example, you could use an i7-6700HQ. But I think you can only buy the i7-6700HQ second-hand (e.g. Ricardo, Ebay).
