Yes, this processor supports Windows 11, I was able to install it without any problem, you just need to have the TPM 2.0 enabled on the motherboard and windows 10 will indicate if you are eligible or not, if ever there is this list that indicates which processors are compatible: https://www.wepc.com/news/windows-11-cpu-list-released/

Well. I think if you want to buy a 1080ti and you can, you should also be able to buy an i7 (or other CPU). In 1080p it doesn't make too much of a difference, but in 4k (which the 1080ti is meant for) the i5 might have problems.
