You simply take the Samsung 980 Pro without a heat sink. You can also get it in this case, because it takes over the function as a heat sink. So you don't have to worry.

I don't quite understand the question: If you have an NVMe port in your PC, you can clone your HDD/SSD directly to it. You don't need the enclosure for that. However, you can clone any HDD/SSD there if it is connected as a USB drive.
I have tested a Samsung NVMe MZVLW1T0C, which runs without any problems. This is a PM961 1TB version, which is closely related to Samsung's consumer models. I don't have your 980 PRO available.
A Toshiba THNSN5512GPUK_NVMe also runs without problems in the case.

Yes, the enclosure is compatible with the PNY CS1030 as long as it is in M.2 2280 format. The model supports NVMe SSDs with M-Key connection and USB-C 3.1 Gen 2. Compatibility depends on the physical format of the SSD - the CS1030 must have one of the supported lengths (2230/2242/2260/2280).

I myself have installed a Samsung 970 Evo (500 GB) and this works without any problems.
Your SSD works with the AHCI protocol and not NVMe so I think this is not quite compatible.
My recommendation:
If 520 MB/s is enough for you: Icy Box IB-183WP-C31 (M.2 2230, M.2 2242, M.2 2260, M.2 2280)
If you need the faster speeds: Samsung 970 EVO (1000GB, M.2 2280)
PS: The 970 EVO is currently even 4.- cheaper than the 860 EVO (both 1TB).

The enclosure simply makes an M.2 SSD available as a USB drive. So if the PC can accommodate the "naked" M.2 SSD afterwards, then that's quite possible - that was exactly the purpose why I bought this enclosure! I have been using the free software "Macrium Reflect" and "EaseUs Partition Master" to clone+enlarge my SSDs with the C: partition for some time now - so far it has always worked without any problems. However, it is a good idea to temporarily stick the metal plate supplied onto the SSD (be careful not to produce any short circuits!), because the SSD gets quite hot during cloning.
