I have connected a 4k screen and it works fine. I can't tell you whether 2 4k screens work.
In my opinion, you can choose the language during the installation. It is a standard Windows installation. The display is not very bright. Can't be used in direct sunlight, but you can live with it in indirect sunlight. It works in the shade. The perfect notebook probably doesn't exist or it's expensive as hell. You have to make compromises somewhere, especially at this price.

Mine lasts about 7 hours with normal office work (some office, some internet, some youtube,...). I have never tested the standby mode. But you can also simply shut it down. Windows 10 now loads within 30 seconds or even less.
Absolutely no problem. A notebook in the range of 1000 should also easily suffice. Apart from that, R is the programming language that basically does not need any power. You could also programme in the simplest text editor ;-) R Studio is the IDE (Integrated Development Environment), which interprets and executes the programme code, plus various functions to make programming easier. If you work with really large data sets, then the programme execution takes a little longer. I program with Python myself on a notebook from 2013 and that is absolutely no problem.
