Does the device on offer have 1 or 2 SIM card slots (apparently there are both). 1 slot is occupied by the HP data pass, so the phone function should still be able to be used.

Helpful answer

One SIM slot with the (pre-installed) HP Datapass card (but you can replace it with any other MicroSIM). The second slot is for a microSD memory card.

Is the battery on the HP Slate 7 VoiceTab Ultra user-replaceable? Does it have a reset button?

Battery replaceable? I don't think so. Reset button? Don't know, don't think so. But I don't know why it would need one.

In the meantime, the scope of delivery no longer includes a micro-SIM, unlike in 2015. Is there no HP datapass included (anymore)?

Yes, it does. It still comes with 200MB of HP datapass per month.
