No, an analogue VGA signal cannot be converted into a digital DisplayPort signal with such an adapter; only an analogue VGA signal comes through an analogue VGA output. If the notebook or PC does not have a digital output, you could use USB DisplayLink adapters, which carry a video signal via USB from the PC to the monitor, but there are limits to the resolution. Expensive DisplayLink products can transmit higher resolutions.

Since the adapter advertised here (BP937AA) is an outdated model, I unfortunately cannot find any information on the resolution. I recommend that you use the latest adapter (K2K92AA, which you can also find in the shop). This supports resolutions up to 4K.
