With us, the milk foam works with milk drink and also with lactose-free milk.
We had the same problem once. The transparent, flexible hose section was not pressed completely flush against the "block" (tight).

The foamer in this machine is subterranean! It's not a foam but a milk sauce, and it never worked for me.
Really not recommendable but a very cheap coffee machine.
