What is the difference between this USB 3.0 'adapter' and a 'gender changer'. In other words, my Microsoft Surface has a USB-C port. Can I use this USB adapter together with a USB-C to USB-A (male) cable to connect a USB memory stick (or an external USB disk) to the Surface? Or does it need a 'gender changer' or does both not work?

Yes. It is actually a coupling; USB A (female) on both sides.

The adapter has two interconnected USB sockets (females) and can thus connect two USB cables with two USB plugs each (males), resulting in an extended cable. Only extending the power supply is no problem at all, it could become critical with extended USB data connections.

The adapter is used to connect two USB3 cables, no matter what you want to connect.
