Are these RAM's compatible with the ASUS STRIX Z270F motherboard? I am unsure about DDR4-3000.

Yes the DDR4-3000 is compatible with the ASUS STRIX Z270F Motherboard.

Here is the different frequency supported : DDR43 866(O.C.)/3733(O.C.)/3600(O.C.)/3466(O.C.)/3400(O.C.)/3333(O.C.)/3300(O.C.)
/3200(O.C.)/3000(O.C.)/2800(O.C.)/2666(O.C.)/2400/2133 MHz Non-ECC, Un-buffered Memory (O.C stand for overclocked)

Are the RGB settings already applied during booting or only when the Corsair Link programme is started? If the RGB settings are saved on the stick, can the programme be uninstalled after the initial configuration?

If you simply insert the sticks, the standard light effects are played. (mostly Fade / Wave).
You can only change the settings with Corsair Link.
The settings are NOT saved on the RAM (this is not a HDD!).
If you uninstall Corsair Link, only the standard lighting effects will be played again.

Do the bars fit on the Asus Rampage V Edition 10 with the Coolermaster v8 CPU cooler? If so, first install the RAM and then the CPU cooler?

The Cooler Master V8 is compatible with RAMs with a height of up to 50mm (source CM homepage). The RAMs have 46mm... Could be tight, but should fit if you install the RAMs first.
