Does water run through the carpet? Is the surface under the carpet wet or damp after washing?

No! If you spray the carpet and rub it in, it will soak it up. However, if there is a lot of dirt, the concentrate remains in the fibres. I've been using it for years.
The Pet Pro Plus has a larger tank volume.
I don't quite understand the question. This is not a hoover, but basically a spray extractor. The package contains a small bottle of the cleaning agent needed for spray extraction.
