I am using the same power supply with a 3090 and do not have a problem. All the cables I need (inclusive a double 8 PIN) were in the package. I had to check which out of the power supply is the right for GPU and which for the MB but after having that clear everything was and is fine.

That should actually work, I have the power supply with an X570 Gigabyte Aorus Master in use. This has 2x 8 pin for the CPU, but the power supply has two cables with 1x 8 pin and 2x 4 pin. So it should work with the ASUS.

I have the same behaviour with another be quiet! power supply when it overheats. My problem is that the fan only runs with a manual "kick start". It's best to check whether your fan is running under load.
