Yes, if your mainboard supports DC voltage control for the fan headers, the speed of the fans can be controlled.

I have the Dark Pro 700 enclosure, what would be the best way to run this fan, via the mainboard or via the special board of the enclosure and is this possible with only 3-pin?

The Dark Base 700 actually comes with 4-pin PWM fans, I would take one of these and then run them via the built-in hub: be quiet! SilentWings 3 PWM (140mm, 1x)

What is the difference between the silent wing3 and the highspeed? And why can you only buy the 12cm fan in a pack of 1 or 3, whereas the 14cm can also be bought in a pack of one?

The high speed has a higher maximum speed. Cools better, but is also louder.

Sure, has a 3pin fan connection according to the manufacturer's specifications. This is then controlled via current and not via PWM.

Yes, it is included with this model! There is none with the PWM model because the plug has 4 pins!
