When changing the mainboard & CPU, Windows may no longer recognise that it is still running on the same system and thus deactivate the licence; This is what happened in my case (however, I also changed the graphics card).
To keep your licence active, you can connect your Windows licence to a Microsoft account and set up the Microsoft account in Windows. This should make it possible to keep the licence.

It is a nice motherboard, i would recommand it. I don't have it but it's like one of the last trend in AMD processor motherboard.
So yes it's good if you want to reach the PC master race, depending on what you want to do with your computer.
