These are two different pairs of shoes: Firstly, there is the format that the hardware understands/requires (DVD/CD/Blu-Ray/etc.). Then there is the one that the software can read/decode (mkv, avi, rar, etc.). Your question probably refers to the second format. The burner has nothing to do with the second format, it only reads/writes. In this respect, the burner can safely burn your disc because it can handle all common formats. For the navigation system, you need to find out which software format it can read.
Read Bluray yes. Whether 4k or full HD playback is up to the GPU or graphics card ;)
