Tested with a Macbook Pro with Bootcamp! Yes it works under Win7. However, it is only recognised if the port is connected before switching on. If you disconnect it during operation, it remains as a LAN connection. Under Network and Sharing Centre-Adapter Settings-LAN, it then shows "Network power cable has been removed".
The adapter is compatible in terms of connectors. However, with the Surface Pro it is only a MiniDisplayport (graphics signal only), with a Mac it is Thunderbolt 2 with transmission of the graphics signal and a fast data bus. So it doesn't work with this adapter. I use the Digitec item 6564048 instead, which plugs into the USB port and has an Ethernet port and 3 USB ports. (Attention: There may be quality problems. In my case one of two was defective).

The adapter uses the connector type of Thunderbolt 1 and 2. (The same connector as Mini-DisplayPort.) Gigabit Ethernet is much slower than all Thunderbolt standards. Thus, it does not matter whether the connector is Thunderbolt 1 or Thunderbolt 2.
In fact, there's nothing to lie about. This accessory is for Thunderbolt, Thunderbolt 2, not for Thunderbolt 3 = USB C which you probably have on your recent MacBook Air. This accessory is perfectly OK with 2014-2015 Macs.
