I hope I can answer the question correctly: I don't know exactly what you mean, Apple always allows you to set all possible languages during installation, I had no problems with "German" during installation, so I think French should also work without any problems. You can immediately switch to the French keyboard layout. Apart from that, the "little" MacMini is really great - fast, simple and absolutely silent!!! A super box !!!!

Yes, with a USB-C to Displayport 1.4 cable. However, I have reduced the display frequency to 60Hz to avoid random black screens.
I've read online that some monitors have a firmware update, which I haven't tried, so there's hope we can do better.
In my opinion, this is only possible via screen sharing over the network. From my point of view, this is suboptimal because you always have to have 2 PCs switched on.
I don't believe that the iMac screen can be controlled via TB.
I have connected mac dispay 27 inch (thunderbold 3 adapter) to mac mini 2. It works.
I also connected an external hard drive (type c) to mac mini 2. It also works.
What exactly is meant by Mini Port? Mini DisplayPort? Mini Thunderbolt Port? Depending on the port, a cable with a connector from the screen to the Mac Mini would be the best solution. The Mac Mini can output image information via the USB-C Thunderbolt interface as well as via HDMI. And there are Mini Display Port cables that can also connect to HDMI.
Actually, there shouldn't be any problems connecting screens, because the Apple Mac Mini has USB-C (Thunderbolt) and HDMI. I would definitely use a 4K 3840 x 2160 pixel display with it, i.e. not two smaller ones, and also not a widescreen display, because they are often 34 inches and usually only have 3440 x 1440 pixels.
My suggestion would be a 32 inch model, e.g. like these, which have a height-adjustable base and also many connections, including USB-C.
