The language settings are driven by the App - we certainly use ours in English.

Yes, the default setting is EN, I'm actually not sure if it has other language options

My flatmate used Cozmo with a tablet until recently, but the games didn't work there. The preview videos never played and the app got stuck. But in principle, yes, the app should run on any Android device with an Android version 4.4 or higher. Theoretically. There is no specific language as you can make it say what you want. The interface can be put in French too :)
