the way manufacturers understand response time, yes, absolutely. with enough overdrive, you can beat these new IPS panels to the point that some colour changes actually take only 1 ms. but, as always, this is an absolutely meaningless statement, because it only means that a single colour change with any setting was measured at 1 ms. if it says 1 ms, this does not exclude the possibility that some colour changes take 30 ms or more. in addition, overshoot is not taken into account in these settings, so it would look miserable and no one would need the monitor with these settings. the panel can do 240hz in other monitors without streaks and overdrive artefacts, so unless acer have completely screwed something up with the overdrive, this one should be able to do it too. In this context, 240hz means that all colour changes are possible within one refresh, i.e. within 4.1 ms or less. and that is absolutely impressive for an IPS panel, there are also TNs that can't manage that.
