The decision to begin the development of a new Polish small car was made in May 1953 by the then government presidium: A popular, time-saving means of transport must be built for carrying out official tasks and for leisure activities, intended for rationalizers, foremen, activists, scientists, and leading representatives of the intelligentsia.
